Collaborative Efforts for Smart City Development

Malaysia is making significant strides toward creating inclusive, AI-driven smart cities, marking a pivotal moment in its digital transformation journey. At the Smart City Expo Kuala Lumpur 2025 (SCEKL25), three Memorandums of Understanding (MoUs) and a Letter of Collaboration were signed, reflecting the government’s commitment to enhancing urban living through technology.

They involve Digital Nasional Berhad (DNB), the Malaysia Digital Economy Corporation (MDEC), and various global tech leaders, aiming to integrate artificial intelligence (AI) and 5G technology into urban planning, sustainability, and public services.

Datuk Azman Ismail, DNB’s chief executive, described these collaborations as foundational for establishing AI-powered cities and inclusive digital ecosystems. He asserted, “Together, we are not just imagining the future—we are building it.”

MDEC’s CEO Anuar Fariz Fadzil highlighted the necessity of a people-centered approach in digital progress. He stated that by prioritizing this principle, AI could be harnessed as a force for good, ensuring benefits for the government, large enterprises, small and medium-sized enterprises (SMEs), youth, and communities throughout Malaysia.

The first MoU, forged with Ericsson, introduces a training program designed to enhance civil servants’ skills in AI, 5G, and the Internet of Things. Ericsson’s Malaysia chief, David Hägerbro, remarked that government employees will be pivotal in Malaysia’s aspiration to become a leading AI nation.

A Letter of Collaboration with Amazon Web Services (AWS) was also established, aimed at co-developing a national AI Cities platform that will integrate cloud and machine learning technologies to facilitate real-time governance.

The third MoU, involving DNB, MDEC, and the Malaysian Smart City Alliance Association (MSCA), is focused on cultivating frameworks and standards for AI Cities. This initiative aims to improve mobility, digital citizen services, and sustainable solutions. MSCA chairman Ts. Dr. Raslan Ahmad expressed that the partnership represents a commitment to transforming urban life in Malaysia.

The final agreement, between MDEC and Dell Technologies’ AI Innovation Hub, seeks to create a climate AI testbed in Penang’s UNESCO World Heritage Zone. This project will work to predict environmental risks and protect the area’s cultural heritage. Dell’s Malaysia and Indonesia managing director, Sumash Singh, stated that these initiatives underline Malaysia’s leadership role in the digital transformation landscape, positioning it at the forefront of developing inclusive, future-ready smart cities in ASEAN.
